A Tax Clearance Certificate is a purpose-limited statement of the taxpayer’s compliance position.
Apply through the GRA Taxpayers’ Portal using the registered taxpayer identifier and state the exact purpose for which clearance is required. The taxpayer must bring all due returns and other obligations up to date and settle tax liabilities or have arrears covered by an arrangement satisfactory to the Commissioner-General.
The electronic certificate identifies the taxpayer, its period, the tax-status statement and any limitation on use. It is valid only for the period and purpose specified on the certificate.
Eligibility and compliance test
The application is a whole-account review, not merely a request to print a letter.
The applicant must have the legally recognised taxpayer identifier and specify it in the application.
Every due tax return and prescribed statement must be filed for the relevant taxpayer registrations and periods.
Tax, levy, interest and penalty balances must be reconciled and settled or addressed through a satisfactory arrangement where permitted.
Information requests, registration issues and other obligations under a tax law can affect the application.
Arrears arrangement: GRA’s current published process permits a TCC where tax arrears are covered by a satisfactory instalment arrangement. The certificate may state that tax is due and that satisfactory arrangements have been made; it is not a statement that the balance is zero.
How to apply online
Prepare the tax account before starting the request.

Check the legal name, Ghana Card PIN or TIN, contact details, tax types, branches and accounting periods.
- 02Reconcile filings
Compare every due return with the Taxpayers’ Portal and file any missing return.
- 03Reconcile liabilities
Match assessments, tax bills, receipts, credits, offsets, interest and penalties to the taxpayer statement.
- 04Resolve arrears
Pay the balance or formalise an instalment arrangement satisfactory to the Commissioner-General.
- 05State the exact purpose
Select or describe the transaction for which the certificate is required; purpose determines legal usability.
- 06Submit and monitor
Track the portal request, respond to any query and download the final electronic certificate.
Transactions for which Act 915 requires a TCC
The current First Schedule was revised by Acts 1029 and 1086.

Other institutional requirements: A work permit, residence or immigration process, visa application, private supplier onboarding, banking transaction or licence may separately require a TCC under the governing institution’s current rules. Confirm the recipient’s exact purpose wording before applying.
What the certificate must communicate
Read the issued certificate itself; do not assume a generic validity period or unrestricted use.
Name of the taxpayer and the taxpayer identifier.
The period for which the certificate applies, which may be continuous.
Whether tax is due, satisfactory payment arrangements have been made, or the Commissioner-General is currently satisfied that the taxpayer is in good standing.
Any restriction on the transaction or purpose for which the certificate may be used.
No universal duration: Act 915 makes the printed period and purpose controlling. Do not tell a recipient that every Ghana TCC lasts a fixed number of months.
How a recipient verifies an electronic TCC
Verification protects both the taxpayer and the institution relying on the certificate.

Match the legal name and taxpayer identifier to the applicant or contracting party.
- 02Inspect period and purpose
Confirm the transaction occurs within the printed period and falls within the stated permitted use.
- 03Scan the QR code
Use the electronic verification route displayed on the certificate.
- 04Compare the portal copy
Where authorised, confirm the available electronic certificate record rather than relying on an edited image.
- 05Review status wording
A certificate noting a satisfactory arrangement is different from one stating no tax is due.
Common reasons an application stalls
Resolve the source item rather than repeatedly resubmitting the same request.

Cancellation, replacement and amendment
A certificate can cease to be reliable where the underlying identity or issued record is defective.
The Commissioner-General may cancel a certificate by written notice in the statutory circumstances.
Fictitious or inaccurate identity information can support cancellation.
Duplicate taxpayer identification or clearance records can require cancellation and replacement.
The Commissioner-General may replace a cancelled certificate with a new certificate issued under the statutory process.
Verify near use: Because a certificate is purpose- and period-specific and may be cancelled or replaced, recipients should verify it at the point of the transaction.
